         <description><![CDATA[<div>The noise level that the ordinance that the city council should be at a reasonable level. Set it to is that from 10:00 P.M. to 7:00 A.M.  any car alarms, radios, television, or power tools reach the noise volume of where any neighbors can hear the source of the noise and causes a disturbance within the neighborhood that prevents, disrupts, injures, or endangers the health, safety, welfare, prosperity, or comfort of that person then the person responsible should be given a warning. However second time should be given a fine $100 and escalate if the same person causes more disturbances.</div>]]></description>

         <description><![CDATA[<div>This ordinance should be reinforced by having signs around cities or counties with fines and excessive noise on it. Increase the fine every time for the same person who continues going above the necessary volume that has been set and causes a disturbance within the county or city. Another way would be to fund for police to patrol for any ordinance violation within a county, city, or neighborhood and fine the person or party that violated the ordinance.</div>]]></description>
