I then turned all of them into editable polys.
The "sheet" ("cloth") on top was made out of a plane that had a minimum of 40 width and length segments (the higher the amount the slower it is to run the simulation but also the more accurate the simulation can be due to more possible moving parts). 
After creating the sheet I converted it into an editable poly and then added the cloth modifier. Using the cloth modifier I selected object properties and added all the objects (three boxes and ground) that were supposed to be solid to the simulation list and selected them to be collision objects.
I then selected the plane and set it to cloth. Using the drop down I chose which material the cloth should imitate. In this case it was burlap.
