         <title>Process for amending the constitution. Amendments start in congress and ⅔ each house must approve. Then ¾ state must approve. Framers set it up this way to recognize the flaws in the constitution. Two steps to the amendment process: Proposal then Ratification. Proposal congress can propose an amendment with a 2/3 majority or 2/3 state can propose. Ratification is when 3/4 of the states must ratify amendment. Rapport happens when congress blocks laws, amendments, ect. Constitutional convention is an alternative means. Bill of rights published in 1790 and 11 amendment passed in 1794. The amount of amendments passed changes with the era because amendments aren&#39;t always needed and amendments come when change needs to be codified. Framers included the amendments  process because of the failures of other governments and the flaws of the constitution. End of Article 5 slave trade and Verdict of History.</title>

         <description><![CDATA[<div>The purpose of the 4th article is similar to the checks and balances. It's to balance the power between the federal and state governments. To have a strong central government but also ensure it doesn't have too much power.&nbsp; The 4th article tries to ensure that states work in a unified manner rather than separated one, this separation was what the Art. of Confederation somewhat created. Full faith and credit attempts to unify the states by acknowledging records in every state, facilitating things like marriage, land ownership, etc which would otherwise be difficult to manage if each state ran those systems separately. The Privileges and Immunity section gives the right to travel and allows them to cross the borders whenever they want. The fugitive slave clause targetted people, usually black, and made them unable to escape to other states to seek freedom, they would be returned to the state where they need do their service/labour. Territories could indicate to congress that they wanted to become a new state. A new state can't be made from an old state or parts of a state combine with another unless there was consent from all states involved.</div>]]></description>

<li>Gives the President some unspoken power like possible authority over law execution, removal of executive officers, forien affair authorities (still disputed) .&nbsp;</li>
<li>President powers have grown over time. Such as the power to remove people from the executive branch.&nbsp;</li>
<li>The President has cited the Vestine clause as a source of authority like an emergency power.&nbsp;</li>
<li>The precedence can sign and reject legislation.&nbsp;</li>
<li>Pardon people from federal offences</li>
<li>Discretion of enforcing laws</li>
<li>Recommend legislation to congress</li>
<li>Informs congress about the state of the union.</li>
<li>Presidents can appoint and nominate judges to the Federal branch.</li>
<li>Can passes executive orders and can choose to continue and not continue certain executive orders.</li>
