         <description><![CDATA[<div>-As the wars in Europe raged, France and Britain continued to<br>impress American merchants and steal cargo.<br>-In order to protect the U.S. and maintain neutrality, Jefferson drafted and pushed the Embargo Act through Congress in 1807. This law forbid any and all trade with the world’s countries.<br>-While it’s intentions<br>were good, the embargo crippled the U.S. economy, and<br>especially hurt merchants in the northern states.</div>]]></description>
