Keep exposing the kids to the rules over and over again. Especially for the children that are not ready to receive it, they at least will be exposed to it.

Our system began failing in the early 20's when they changed the learning style of ELA. If we know how to do better, we can teach better. =)

I think making reading materials more age appropriate, interests etc and making them more available. would give the students chances to practice what they have learned
