In order to make that happen the Khmer Rouge killed all the people who could stand up against him and left all the uneducated people to do what he wanted them to do like  be treated poorly,and treated like slaves from back then which was wrong. They also wanted to destroy every single modern technology, it was like starting the year 0 over again. Bringing the perpetrators to justice proved to be a difficult task.
