Orwell defines is as "reality control"
By creating these double standard they cause confusion in citizens.

It shows the extent of governmental control as the are able to oppose two mutual contrary beliefs onto people, while still making them believe that both are correct.
This means citizens won't ever come in a position to disagree with their government.

- "fresh dupes waiting to be seduced by him"
- "self-satisfied sheeplike face", "sheep's bleat", "sheep-face"
However, he also occasionally uses language with positive connotation, which results in him expressing support for Big Brother and the Party: 
- "sole guardian of truth and sanity"

With a limited vocabulary, the people are limited in how much they can think, as well as, what they think about. 
By getting rid of vocabulary they are able to eliminate whole concepts as well. This reduction of vocabulary limits the ability of expression, though and understanding of memorise and life.
