One of the greatest opportunities for open free play which would appeal to all ages and abilities is outside in a park, bush or beach setting. Exploring the space using listening, touching and smelling senses. A conversation about what they could do in this space could be the start of the adventure. Pick up rocks or sticks to make music.

As a library we have started running occasional children's sessions in the park with songs and stories, thanks to a WGM grant! (in addition to regular programming on site.) I love to see families with a picnic and playing in the park before or after....or during as the case may be for busy toddlers. :-)

I am a huge advocate for risky play with my own children and its a struggle in a workplace setting where we often run into parents who feel any risk is a hazard. We have soft play items that challenge children to build, climb and create, I love seeing what new things the children incorporate within our limited space. A rocket ship and a space outfit from the dress up box, a doctors office, a house that's on fire! and a fireman to extinguish the flames. I think an optimal environment allows for these kinds of multidimensional play, where the items can be used together to foster each type of play.
