Download speed- an issue affecting the download speed is the amount of users on a website at any one time. This will be an issue as a larger amount of users on a single server will deplete the capability of the server reducing the speed in which things can be accessed by other users. This is because the server can handle things in small amounts but a large quantity of users will result in the server stopping working correctly. Another issue affecting download speed is file size. A larger file size will mean that more of the internet download speed will be taken up by the file size alone making everything run slower as a result.
PC performance- a factor to affect the internet provider through PC performance is compatabilty of the provider and the PC

If you have a ISP that gives you a high download such as BT with 38 Mb then this allows you to download or stream with no problems. however, if the speeds are low then streaming will buffer and downloads of files etc. will then take forever.
PC performance can effect a lot of factors as lets say you had a low spec PC that is struggling to even open a browser its that old, then when accessing a site this will take forever if there is lots of elements that need to be download to view the site. However, if your PC is top spec with the plus of good internet then operations need the internet will be smooth like butter and makes the user experience of the site better.

Server Side Factors:
Web server capacity which if increased this will allow more users to view the site without bottle necking the bandwidth. This will also allow more people to download/stream videos and other files.
Also server side scripting can lead to problems as if you have lots of things that need to load on opening the slower the page will be.
Another way to increase server side factors is to get more servers so having multiple servers means they can share task and do more making the site load faster and speed up all processes.

Download Speed- If there are any problems on the providers end then the download speed could me drastically reduced. If there are too many people using the server all at one time then some problems could be caused like it slowing down or stopping all together.
PC Performance- If you have a low quality PC then there could be some problems with trying to open website or programs. This is because higher quality hardware can run everything whereas lower spec hardware will struggle.
Server Side Factors- If there are too many people using the serve at one time perhaps they could consider buying more servers to increase the capacity or upgrading the server in general.
The types of files used on a web page can affect the download speed, if it uses a lot of bitmap images then it could take a while longer to download as those types of files are much larger. If there are vector images instead it should download faster as there is not as much data that needs to be downloaded, vector files are much more compressed than bitmap

One thing that has to be considered with internet performance is router, make sure that it is in a good location within a room and that the connection isn't being blocked by anything so if you want to connect to your pc but the wall between your router and your pc a is a brick wall then it wont be as strong as that wall not being there.
Now onto the PC's performance, some of the hardware that you use can actually cause the internet to be quicker or slower as some ISP's on their websites recommend some specs that users can use to get the best performance. One example of this could be a minimum file size, it doesn't mean that it completely effects general internet browsing but low storage capacity can cause some sites to run slowly.

When considering the download speed of a new ISP you would need to consider is the area that you live in. A more secluded area will have a lower download speed rather than in a more built up area. This is because, one area may not be as connected to the internet as the other.
One issue that should be considered about the PC performance is how good the hardware and software is. This can impact on how the computer will run and function.

One way that this can be improved is by the file type. If a lower file size or type it will speed up the loading time for the images on the site.

To ensure the best speed for everyone using it, make sure that only a few users are on it at the same time and that the router is evenly placed in the house so that the connection does not become too weak.

To improve the server's side, the page could have a small amount of images, video and sound files so that the overall loading time of the page is greatly decrease. Another method would be to use images that use vector graphics, as they are much smaller in memory and also using MP4 instead of other formats, as they are much larger.
