I think Sergeant Major Morris is at fault because he showed the paw to Mr.White, Mrs.White, and Herbert in the first place. If Sergeant Major Morris hadn't showed the paw to them, then Herbert could possibly still be alive. But also it could also be Mr.Whites fault because he could have not listened to Herbert and not make the wish. If he hadn't made that wish then Herbert could still be alive. I don't believe that Mrs.White or the paw, or Herbert could be at fault for this.
