Divides between the poor and the rich, due to an economy that lacked industrialisation, regulation of labor conditions, and where power was concentrated in the elite. 


-Conservative forces in society
 conservative forces like the Catholic Church were intertwined with the aristocracy who opposed progressive reforms- deepened the divide between the lower classes who sought reform and the upper classes who wanted to keep their privileges  

-rural, poor people who couldnt make a living on farming came to cities which worsened conditions and led to tensions (they could not immigrate after WW1 despite population growth; war boom of WW1 soon went away)

Elections did not bring about change-> turned to radicals like the anarchists to solve their problems
