         <description><![CDATA[<div>The organisations I've worked in that have gone through change have not articulated an end goal or a vision of where they want/need to be as a result of the change.&nbsp; They just seem to not want to be where they were/are - or can't afford to stay where they are so must change.&nbsp; The e=Energy seems to be 'we must change because a)we're going broke b)we're in government and need to implement our policies c)we're a siloed organisation that doesn't share content, duplicates effort and isn't culturally organised for a digital age."&nbsp; The f=Framing has only been evident in the current organisation where the current state has been looked at.&nbsp; The i=Inquiring has been comparing and contrasting models of similar overseas organisations and staff consultation.&nbsp; The r=Reflecting was a period where all feedback was considered, and the current state taken into consideration.&nbsp; e=Experimentation/Execution is underway.&nbsp; The first two organisations that were involved in change seemed more like a blunt instrument.</div>]]></description>
