The main reasons are Centralization  of good living conditions in certain territories and weak organization of resource allocation. This essay will offer possible solutions to these problems. 
First of all it’s obviously knew That poor states concentrate major power in capital and nearby cities that is why these towns are more populated than others. Therefore if authorities distribute provision more equally it will be less crowded regions . The example of such situations can be European countries or east Asia . Because of it , in my opinion this methor was proved by many nations. 
It is a fact that states with high level of urbanization prevent Pandemonium in central towns when emerging ones cannot provide it  ,even if have less populance . Where is developed countries divide area for living and working or studying into two fractions like Japan or South Korea. However I think with this method achive results against of overpopulation may take many years. 
To sum up the primary principles of people concentration is in specific cities are mistakes of government and initial stage of growth in young countries which can be solved by changing resource devicion  and urbanization.  
According to this I strongly believe that  administration of state may solve this issue in such way that explained above.
