He needed to persuade Congress about attacking Japan for them attacking Pear Harbor. Maybe the Congress was restraining from attacking Japan so there is no more war, so there is some peace. President Roosevelt needed to persuade so Japan doesn't attack the U.S. anymore.&nbsp;</div>]]></description>

He wanted to start a war against Japan from what they have done to Pearl Harbor and persuade Congress to declare war on Japan. America wanted to stay out of the war in the beginnings of the war of World War 2, but since Japan attacked America, Americans could not just let that happen. So President Franklin D.
