During the 2006 lahars at Mayon, we learned that dikes (built to withstand floods but not lahars) can give a false sense of security and increase the number of casualties. People tend to build their houses nearest to dikes. Unfortunately, the November 2006 lahars overtopped dikes, breaching them and creating new paths, and burying the downstream communities.
