When Norway adopted it's flag on July 17, 1821, they pulled in their cultural backgrounds from France, Denmark, and Sweden. The blue cross is from Sweden, the white cross, which is the Scandinavian cross, was taken from the Danish flag, and the overall red, white , and blue colors are from the French Tricolore. 

The idea of pulling in different things from different countries was actually Frederik Meltzer's idea, a Danish Member of Parliament.
