A Burden is the heavy responsibility set upon a person that perhaps the person might not want to act out upon, and example would be superman, due to his extreme superpowers his burden is to protect the earth from dangers because he is the only one who can. 
2. Kipling views the people being imperialized as poor unfortunate souls who need to be pulled out of the ways of savagery and shown the way of civilized folk. He is incorrect in his assumptions because what he views as savagery is simply the peoples culture. I think he describes the people this way because he lacks the ability to understand the way that other cultures function. 
3. I would categorize Kipling's views as ignorant at best racist and dishonest at the worst. I myself do not agree with his views because I believe that every culture has the right to live how they have been living for thousands of years without European interruption. 
4.
