Section two

But when the right to vote at any election for the choice of electors for President and Vice President of the United States, Representatives in Congress, the Executive and Judicial officers of a State, or the members of the Legislature thereof, is denied to any of the male inhabitants of such State, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such State.
Section three
No person shall be a Senator or Representative in Congress, or elector of President and Vice President, or hold any office, civil or military, under the United States, or under any State, who, having previously taken an oath, as a member of Congress, or as an officer of the United States, or as a member of any State legislature, or as an executive or judicial officer of any State, to support the Constitution of the United States, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof. But Congress may by a vote of two-thirds of each House, remove such disability.
Section four
The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void.

2. This amendment begins describing how if someone is born in a state and is a citizens, then they have natural rights, and those rights cannot be taken from them. Section two goes on to describe male citizens of age are allowed to vote for their representatives whether they have previously rebelled or not. Section three continues discussing how members of Congress cannot be chosen if they have previously rebelled or have had trouble with the United States government. Section four discusses how men want compensation for the many slaves they have. In addition, military men want their pensions, and they will overthrow the government in order to get their pensions. It secured federal authority in relationship to pensions and debts. Section four
The Congress may by law provide for the case of the death of any of the persons from whom the House of Representatives may choose a President whenever the right of choice shall have devolved upon them, and for the case of the death of any of the persons from whom the Senate may choose a Vice President whenever the right of choice shall have devolved upon them.
Section five
Sections 1 and 2 shall take effect on the 15th day of October following the ratification of this article.
Section six
This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission.

2. This amendment begins by discussing when the president and when senators end their terms. The president ends his/hers on January 20th, and senators end theirs on January 3rd. Following that, the amendment states that Congress must meet at noon on January 3rd. The next section describes how if the president dies or is unfit to become president, the vice president will take that role. If the vice president is not qualified to act as president, Congress will pick the person to act as president. Section four may be describing how the House of Representatives and the Senate must be prepared to nominate a new president if the choice comes down to them. Section five just states how the first two sections will be in effect from October 15th and on. Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.

2. Section one states, again, that if the president is unfit, then the vice president becomes the president. Section two describes the process of deciding a vice president if there is not one. The president will nominate the person, and both the Senate and House of Representatives must agree to the person. Section three states that if the president is unfit, he must declare it to Congress, and in the meantime, the vice president will act as president. Section four describes the presidential succession, and who follows who in case of president and vice president death, resignation or lack of qualifications.
