I see the shape growing because on each side, there is one being added. There are 3 sides I think the number of squares will be 298. The pattern is:
1. The case number minus 1
case 4 - 1 = 3
2. That number times 3
3 x 3 = 9
3. And add 1
9 + 1 = 10
So, case 4 is 10.

I think the answer is 400. However there are some things that other people are doing that also make sense. This was my thinking process. So each time the amount increases 3 times. 1 on top and 1 left and right. However, you already have 1 block as the base which makes it 1 cube staying there each time. So if you multiply 3 (cubes) times 100 then you get three hundred. Then counting that block that has always been at the bottom as the base, if you add that to 300 then you would get 301.

Case on will be 301 there is one added to the top and to both sides (left and right). It would be 301 instead of 300 because of the single cube at the beginning.

Because:
3 x 100 + 1 = 301
the one is like before the first cube in case1

I see that in every case it has 3 more than the case before it, (except for the first case). in case 100 I think there will be 298 squares, because 3x99=297 297+1=298. I'm adding the one because of the one I took from the 100 (to get the 99)

I see the shape growing 3 cubes each Case, and that the first case is just 1 cube, so the expression would be:
(n x 3) + 1
So the answer to the second question would be 298 instead of 301 because there is an extra cube/square in the center of all of it that counts as 1 case, which still counts as a cube, so it would be: (99 x 3) + 1 = 297 + 1 = 298
