A good example of power over is the era of Martial Law in our country. Basic human rights such as the writ of habeas corpus, forbidding torture and killings, and free speech and movement were taken away during that era. One of the main reasons stated by our leader for this is that it was necessary to take way those rights in order to prevent the rebels and NPA from taking over our government. It wasn't a peace power move wherein the government tried to get to the root cause of the rebellions and work with the underprivileged to create a better solution. I observe Power Over in people who have greater general power than me such as the school, the police and military, and the government. In terms of how Power Over is being used, it depends on the person/group. For example, if we are going to take account into the school, the police and military, and the government, we can say that these primary institutions have legal access in promoting their power over their people for the common good but on the other hand, power could also be used the wrong way and be abused. No outside force or opinion matters. What matters is that the one in power gets what they want or need. This can be especially observed in more absolutist regimes nowadays. One party forces the other to do their bidding and the other must comply or else something terrible may happen to either themselves, their career, or their loved ones. Because of this, power over is not necessarily getting people to agree with you but rather getting people to do things for you. They can do it but they won't necessarily like it. Power over can be used in any relationship wherein one person has more authority over the other. For example, a mother can get their child to clean their room by threatening to ground then. A boss could force an employee to work longer hours or else they get fired. A tyrannical government could force unfair laws upon it's citizens and use the power of the military loyal to them to ensure the laws are being followed. An example of this can most notably be observed during the election season. Don't get me wrong, it's a parent's job to protect and educate their children for their own betterment. But sometimes, this crosses the line too much. This is especially true to teenagers when their personal needs get violated or crossed. For example, this can be freedom (positive or negative), life choices (academic or career based), or it can be invasion of privacy (For ex: opening a teen's message history). Those can are power-over events that harm a teenager, in my opinion. It is when they gaslight you into thinking that they are the only ones correct; they are the only ones you should be following and that if you are not with them, then you are against them.
