- bag check before entrance. like people have to show they have brought recycable bags with them before they allowed to enter. then they wont have excuse to use plastic bags. 

- probably remove plastics completely. 

- replace the plastic bags that hold fruits (the ones that need to weigh), replace with paper bags that have like a wax lining inside
