Each of the empire’s two monarchies continued to exist in their own right; they had their own parliament, prime ministers, cabinet and a degree of domestic self-government. The emperor's power was absolute but, Franz Josef ruled in a constitutional Government. Comprised the western half of Austria-Hungary.

Austria-Hungary was a multi ethnic state which meant that it was made up of people form many different nationalities. This caused problems when Nationalism
took hold because all of the different groups of nationalities wanted their independence, they wanted national statehood. This caused turmoil and instability within the Empire.
Austria was also weakened after it's loss to Prussia during Austro-Prussia War (1866) where it was evicted from German Confederation (resulting in Prussia-led Germany). Forced to concede equality to Hungary, then a junior partner of the empire. Formed alliance with Germany, to offset Russian threat, Austria’s primary enemy at the time.
