- Keep up with rising public aspirating and the facilities and designs for the older estates should not fall behind newer one.

- Older estates have benefited from a range of programmes, such as the lift upgrading programme and the Neighbourhood Renewal Programme.

- As developement takes place, everybody gets a lift.

- People gets a home at cost or below cost
