CVform 2(education) are forms accomplished by partner stakeholders and for the stated years, they follow the school calendar and follow the instructions written of the forms.

One thing that could have been done as QA at the regional level is check and count number of compliant months of the beneficiaries and possible mark non-compliant the beneficiaries. But the situation would be like this, the encoding timeline per period is only 5 days and the region have 400-500k plus beneficiaries monitored every period, added with the turn around time in informing the partners that the beneficiary have exceeded the 10 months rule and suggest to them to change the compliance data of the beneficiary. Further, tagging of non-compliant will add to the number of non-compliant data of the region.

Another thing, since 2022, the FMD is conducting QA to determine beneficiaries with grants exceeding the 10 months education grants and did not include them in the payroll every 6th period. How come, there were beneficiaries that still received excess grants in 2022 and 2023.
