First of all, it’s a part of comfort. The comfort will help students feel easier to learn and acquire lessons than feeling cramped and narrow while wearing the shoes and get distracted by that.
Besides that, for those who only afford one pair of shoes, requiring students to wear shoes all the time will reduce their choices, which means they will have to wear the same pair of shoes everyday since they are not allowed to wear other footwear. 
Another point to add is if you wear the same pair everyday, your shoes don't have ample time to dry and air out, it will get musty and start to stink. The moist and hot environment inside your shoes will also cause bacteria and fungus to grow.
Infrastructure change:
Students will have the option to wear slides/sandals or shoes on Monday and Wednesday. Slides/sandals are also allowed on rainy days. These changes will make the students feel more comfortable and giving them more options as well as more time to alternate change and dry their footwear.
Responsibilities come with changes:
Allowing students not to wear shoes doesn’t mean they are allowed to dress dowdy or inappropriate. Students still have to be clean and neatly dressed otherwise they will still get consequences for not wearing formal.
Arguments against:
#1. Shoes are more protective than slides/sandals.
#2. Students will become lazy and get used to wear slides/sandals.
#3. It devalues the school when the student’s appearance is dowdy without shoes.
Counter Arguments:
#1. Shoes are protective, but wearing shoes all the time everyday without giving them a rest would cause bacteria and fungus to grow and it would affect your health badly.
#2. These changes will make the students feel more comfortable and give them more choices but also doesn’t make them depend on wearing slides/sandals since they just have 2 days to wear it.   
#3. Nowadays, slides are not like they used to be anymore, they have lots of improvements in design. They can be worn everywhere ( indoor, outdoor, at the party, on the catwalk,..), and slides themselves now become the must-have item in everyone's wardrobe. So aesthetically it meets all the standards of being formal.
Negative Effects of Not Adopting the Reform:
Students will not be in their best condition while learning since they feel uncomfortable and cramped.
Students who only afford one pair of shoes will feel inferior and be ridiculed when their friends show off their expensive shoes.

Opinion Idea:
Opinion: This is a common problem in the learning and working environment that there are handful of people still don't even notice or know about that (including Mrs. Werner). Taking a close discussion about this and making a change would help us get rid of accidentally violating the rules and having the consequences for that since theoretically, wearing slides in campus is not a wrong thing to do anymore. 
Personal Connection: Me myself have been involved in this problem when I didn't know that we were required to wear shoes all the time in the campus. So I've lost my conduct points for wearing slides at school on rainy days. (That's why I was dead serious and kept mentioning about slippers and slides when we were given this topic).

Opinion Idea
Opinion: I think we can  wear slippers when going to school because it can help students to feel comfortable and relaxed, this is also what all students want.
Dissenting Opinion: But this also has some adverse effects, if we allow students to wear slippers, they can hurt themselves if they aren’t careful because shoes are more protective than slipper.
Concurring Opinion:  Shoes are protective, but wearing shoes all the time everyday without giving them a rest would cause bacteria and fungus to grow and affect your health badly, the research has shown that wearing slippers also helps students to study better, arrive early and leave later

Opinion Idea : I agree that we should be allowed to wear slippers, slides, or comfortable shoe wear on campus without getting any consequences for it.
Dissenting Opinion : However school is suppose to help prepare us for either college or careers/jobs so depending on the event at work wearing slides or slippers would not be appropriate in most cases.

Reform Proposal Outline
Opinion Idea:
I think we cab bring slippers to school for students who wish it a comfortable and relaxing feeling.
Dissent: When students are wearing slippers it cannot or does a lot and cannot play sports.
Personal connection: I used to make the same mistakes at my old school when wearing slippers. I have my conduct points deducted and my slippers have been confiscated. I was punished for that.

Opinion: I think we can wear anything we want except sexy outfits. As long as they can protect us well from the weather and dangers.
Dissenting: Some students today, due to the influence of social networks, tend to like to dress sexy, not in accordance with the regulations of the school.
Personal connection: I myself haven't been involved in costume conditions, because I don't care about my appearance or my outfit quite a bit. But it is not right about wearing inappropriate clothing on campus. America is a free country, but there must be rules to fix it.
