Robert Collage was founded.
This school, which was opened to spread American culture, was taught in English and education programs were followed in a way similar to contemporary colleges in England. Abdülhamit had forbidden the Turks to study in this school. According to the Ramsay report published in 1909, it is reported that only two Muslim girls graduated from the Üsküdar American Girls' College, which was opened in 1871. When the Young Turks came to power, it was decided that every year five boys should be educated at Robert College and five girls should be educated at Üsküdar American College for Girls. This limitation was removed in the Republican period (Kazamias, 1966).

With this law, foreign schools started to be taken under control and new schools were not allowed to be opened.

With the 1933 University reform, faculty members (professors - Dewey, Malche) brought from abroad conducted extensive research in Turkey and presented reports to the governments of the time. A series of applications were made in parallel with these reports and the opinions of the professors. Faculty members fleeing the persecution of Hitler in Germany were brought to Turkey and attended classes through assistants who knew foreign languages. However, since it was understood that this would not work in this way, it became necessary to focus on foreign language teaching in secondary education. The biggest problem in this period is that there is no proper institution that trains foreign language teachers.

Çelebi, M. D. (2006).

In the 1988-1989 academic year, a change was made in foreign language teaching in secondary schools, as it was then known, under the name of "Stage Currency System". According to this system, foreign language courses would be compulsory in the first year of secondary school, optional in later grades and high school, and the grade received from this course would not affect the grade. After this system was implemented for one year, foreign language became one of the compulsory courses again.

MEB. 2002 Yılı Başında Milli Eğitim. MEB Yay.
