The Rule should abide by the National Law and Human Rights,If the Rule is going against any sort of Laws or Human Rights,It should be terminated.

a Rule should be highly detailed to avoid people going around it .
a Rule should never have personal benefits to the one who created it.
a Rule should be equal to everyone,exceptions may apply.
If a Rule is broken,it should apply equal punishments no matter what race,gender,rank of the one who is guilty.
Once the Rule is created,It should immediately be applied to everyone.
There can be only selected few who are able to enforce a Rule,to avoid abuse and other unjustifiable reasons.
a Rule should be first taken into a long consideration before making it official.
