Because it was already in slave territory (Louisiana Territory), Missouri was made as a slave state, and Maine was made to be a free state so that the balance could stay 11/11. The big problem after the Missouri Compromise was figuring out what the status of slavery would be in the west. "Will slavery expand west?". Many of the states that were added were going to be slave states, which meant that slavery was only going to  spread. Many Northerners were angry about this act because they were forced to return the slaves in their region, whether they were freed or not. It would go through land in the Louisiana Purchase, which should have been free, but the south would not support the railroad. This act ended up repealing the Missouri Compromise which shattered the Democratic party, and allowed slavery in the original land from the Louisiana Purchase.
