P:
-The title of the cartoon is ¨Rough Sailing Ahead¨
-I see a boat; the sail says ¨Articles of Confederation¨
-The waves are beating up the sides of the boat; the waves say, ¨No National Court System¨, ¨No Power to Collect Taxes¨, ¨No Power to Enforce Treaties¨, and ¨No Power to Raise an Army¨
I:
-Since the boat represents the Articles of Confederation, I infer the this document wasn't very stable.
-The waves that are coming up on the boat are all of the problems arising now that the country is trying to become independent.
C:
I conclude that the Articles of Confederation were ineffective for the government of America because it restricted them from so much. Since it was loose and restricting, it limited the government, which meant that it was difficult for America to get on its feet as an independent nation. For example, the country needed money for funding, but yet the Articles stated that the government didn't have the power to collect taxes. Also, to Articles said that the government had no power to raise an army, but yet, the Americans needed a way to defend themselves from Britain.
Due to these issues, the Articles of Confederation did not last, thus the creation of the second Constitution was in full swing.
