After communism rule ended in Russia, policies changed on how education is approached. School is free for students, and higher ed and University for most students is also free. A shift in focus from only math and science to also include  arts and humanities in the curriculum happened in the early 90s. Since '90, 11 years of schooling has been expected. It seems like it is very similar to American teachers, where it depends on the teacher themselves if they want to make an interpersonal relationship with their student or if they decide if they become a little more dismissive to forming something. Teachers in modern times are usually hesitant to resort to punishment unless it is absolutely needed. Research indicates that many educators in Russia are similar to American educators.
