companies were just given a one size fits all advice on what to look out for, for auditing purposes. However, all companies are different and are affected differently and so a one size fits all approach is not adequate for companies to know what they need to do to compensate for the challenges caused by Covid-19. Means lots of room for interpretation and adjusting which could lead to conflict when there if a difference in interpretation

- in the pandemic many companies suffered from decreased revenue due to lockdowns etc., this can mean that they don't have enough funds to pay for auditing services
- the increased uncertainty can also make it harder to audit companies, many companies will experience a drop in revenue but it is hard for the auditors to estimate to what extent.
- covid-19 likely affects MNEs profits and in varying degrees in different countries, this will increase the difficulty of auditing these companies
- Many companies will no longer be a going concern but prepare financial documents as a going concern, so increased risks for auditor

- the IAASB only provides a framework but they don't come up with ways to deal with companies who don't have enough funds, or the increased probability of fraud.
- IAASB response was quite broad

Sarbanes- Oxley Act was established as a reaction to Enron/WorldCom corporate governance scandals to reduce corporate fraud and increase requirements of financial reporting. Legislation to this effect was signed into law by the US president in July 2002. Applies to all firms registered with the SEC including overseas companies- international reach with rules based.

The act has new requirements to prevent corporate governance scandals occurring again by applying a heavily rules-based nature of legislation including higher levels of reporting to audit committees, audit rotation and restrictions on services that auditors can provide to keep it independent. CEOs and CFOs personally need to certify the quality of the financial statements.

PCAOB is a branch of Sarbanes Oxley that all auditors need to register with again to provide another layer of moderation by the SEC.

Overall, the Act has been very controversial, especially in section 404 on internal controls regarding CEOs and CFOs personally needing to certify the quality of financial statements. This holds them personally liable. Another criticism is that small public companies suffer from this section of the act due to increased costs for audit and management- large number of resources required to ensure they meet internal control requirements that do not consider firm size.

The US have created a standard that is not hugely compatible with the rest of the world (as they have done with other aspects of harmonisation too), creating a bit of a halt in the move to global harmonisation. The UK and EU predominantly prefer principle-based standards and the US prefers rules based and these are not interchangeable with one another.
