An effective work force involves different levels of management to help provide an easy way of communication from employee to boss. In most work environments "low level" employees aren't always working with their boss but instead with shift leaders/managers. These are the people who have the most interactions with both "low level" employee & boss. Since they have more interaction they're able to have a bond with both parties. This allows the "low level" Employee to have someone they can trust without going and talking to a stranger.
