Can we use current and/or past projects that were part of SHIP 5 (i.e. Community Master Plans, Community Strengths Assessments, etc.) for our SOAP requirement? If so, can we create our Assessment and Priorities Summary based off the results from community surveys, focus groups, etc. that went into these projects?

Please review the SOAP in detail more at regional meetings- especially if we are using our CHIP & CHA. It seems like we are rewriting our CHA in a different document? Do these need to be completed per county or per CHB combined data? Can MDH complete the MN section? (it doesn't make sense for everyone to be entering that individually when the state has that data)

The SOAP data template includes space for Statewide indicators for healthy eating; however not for the other focus areas (active living, mental wellbeing and commercial tobacco-free living). Is there a reason for this difference?

Could MDH please share:

The timeline for when it will provide state level data?
What data source(s) MDH will be using for state level data? We want to be sure we are using the correct data source for local data (assuming it should align with what MDH is using). For example, will MDH use 2020 census data vs. ACS estimate.
Will MDH be providing definitions for focus areas? For example, how is MDH defining adult physical activity? Or can each CHB use their own definition? (though would not make sense if you are trying to gather statewide definitions and outcomes...). Similarly, what is MDH using for: food access score, food insecurity.
Does MDH have rules and/or expectations for what is included in the qualitative data area for each focus area?

Should we be working on one SOAP for the four main contexts, six SOAPs for each required area for tier 3 or something else entirely?

We are realizing we need a SOAP in some areas but not others. While doing the SOAP in the needed areas, can we keep going with the work that will be harmed by stopping (e.g. smoke-free housing, commercial tobacco policy, schools, some urban ag and food access projects, WIC work)? We just want to make sure we aren’t expected to drop everything to just focus on the SOAP if we have the information we need for some context areas.

Can you provide an example of how an ideal SOAP team would function? We don’t think a generalized SOAP team would be very useful and could end up being performative community engagement. Instead, we would think having SOAP team guidance in areas we have not engaged community would be more beneficial and a better use of community members’ time. For example, we would search lived and professional experience experts for workplaces, active living, healthcare access, healthcare literacy, wellbeing, etc. This seems like a big undertaking, but we really want to avoid rubber stamping projects with a SOAP team that does not have the right expertise.

Convening community teams is ideal, but difficult in practice. We would appreciate more guidance on how MDH practically sees this working so this isn’t a long application process and burdensome to community. Could we conduct this more like stakeholder interviews where we meet individually with community rather than gathering them all at a regular meeting?

What was the reasoning for dropping trauma informed work (aka trauma responsiveness) in SHIP 6? Are we still allowed to do trauma informed projects in healthcare and within our local public health departments? We started these projects in SHIP 5 and would like to be able to continue them so that preliminary work is grown and sustained.

We are a bit confused on how our commercial tobacco contractor's work is not lobbying. For example, they may go to City Council meeting all wearing the same advocacy shirts and it is clear they are promoting a certain policy and celebrating when it passes. Is this allowable? (Glad to provide more details.)

Does every project have to have a policy, systems and environmental change? If so, getting cooperation on policy change as defined in the Implementation Guide is very difficult.

Can you elaborate on 25 projects for tier 3? If we have a 5-year long project, does it count as just one project or one project per year? We think we will easily have 25 projects, but do we have to start 5 new projects each funding cycle or can projects ebb and flow per year over the 5 years?
