Providing Universal Health Care for all U.S. Citizens

Health Care is one of many important platform issues discussed in today's political climate. I strongly believe that the United States should provide universal health care. Compared to other advanced countries, the U.S. spends more on health care as a percentage of GDP. Countries that have universal health care such as Austria, Finland, Denmark Iceland, Italy, and etc. are making morally and responsible decisions by funding their universal health care with taxes. How would the U.S. be able to do it? Limit tax deductions on those making $250,000 and above, and raising health care premiums paid by employers and households. I strongly believe in providing the best universal health care for all U.S. citizens because it should be a right and not a privilege. No one should have to worry about paying for ridiculously priced medications or hospital bills. Although there are programs now such as the Affordable Care Act, which provided more than 17 million Americans with health insurance, we still have a long way to go in order to achieve our goal for universal health care.

If the President was to veto the bill for universal health care, a two-thirds vote or greater of both houses of Congress can override it, pass the bill, and eventually make it a federal law.

What is a committee?
- A congressional committee is a legislative sub-organization that handles specific duties. Congress has divided the legislative branch into more than 200 committees and subcommittees.
What are the different kinds of committees? Who is on them? What does the committee do?
- There are three main types of committees: joint, standing, and select or special.
Joint Committees have members from both the House and the Senate. Joint Committees conduct studies and perform housekeeping tasks. The chairman position will alternate between the House and the Senate. A conference committee is a minor committee of the joint committee formed to resolve conflict between the House and Senate versions of a measure. Conference committees draft compromises between the positions of the two chambers, which are then submitted to the full House and Senate for approval.
Standing committees are made up of permanent panels and have legislative jurisdiction. Standing Committees considers and recommends bills and issues by their respective chambers. Standing committees usually regulate funding for government operations and programs.
Select or special committees is established by a separate resolution of a chamber and is utilized to conduct studies and investigations, and to consider measures. Depending on the committee, it can be either temporary or permanent. Often times, select committees observe upcoming issues that does not fit clearly within the existing standing committee's jurisdiction.
How do you get to be on a committee?
- Committee leadership selections are carefully considered by the body's designated appointing authority. The appointing authority is the presiding officer of the legislative assembly.

The Vote

The first step into passing a bill is creating a bill. Members/nonmembers of Congress have the rights to draft bills. Then, a Representative presents the bill in the House. Only members of the House are allowed to introduce bills. Then the Speaker of the House hands the bill to a committee. Most bills do not make it passed this point. The committee may pigeonhole, table, amend, or vote on the bill. If bill passes, it gets passed to the Rules Committee. The Rules Committee decides the rules for debate, and when the bill will be brought up for debate. The House will debate on the bill, and may add amendments. If a majority votes in favor of the bill, it goes to the Senate. A Senator presents the bill, which is sent to a committee.
The same procedure that happens in the house, happens in the senate. If the committee majority votes for the bill, it goes to the whole Senate. Majority floor leader decides when the whole Senate will consider the bill. If a majority votes in favor of the bill, it is returned to the House. If the House rejects any of the changes made by the Senate, the bill goes to a conference committee of members from both houses. It works out a compromise. Both houses must approve revisions made by the conference committee. If approved, the bill goes to the president. The president may approve the bill or reject it. If approved, it becomes law.
