 First session is Alvin Faulkmer's presentation talked about inclusive employment of people with disabilities. Samhall is a Swedish state-owned company that contributes to providing employment opportunities to promote the development of the disabled. Samhall's goal is to establish a labor market where all citizens can be recognized as contributors to society. Samhall's main purpose is to provide jobs under a protected employment system, which allows employees to redefine their capabilities while increasing employability in the mainstream labor market.

 In the second session, Cho Yoon-hwa, a researcher at the self-reliance support research team at the Korea Institute for the Disabled, talks about poverty and income inequality among the disabled. The problem with Korea's current income security structure (Currently, the Korean income security structure operates as an income preservation benefit system in the primary to tertiary safety net for the risk of income loss for the disabled and an additional cost benefit system due to disability) is that the gap in poverty rates between the disabled and the non-disabled continues (as of 2021, the poverty rate for the disabled is 39.4%, about 2.5 times higher than that of the non-disabled). The poverty gap by disability level is widening due to the structure of the income security system centered on the severely disabled. Therefore, it is necessary to expand from the income security system centered on the severely disabled to the income security system that supports all disabled people who are having difficulty in income activities.

 Through this announcement, according to Article 7 of the Minimum Wage Act, employers can pay workers with significantly low working ability due to mental or physical disabilities less than the minimum wage. According to data submitted by the Ministry of Employment and Labor and the Korea Employment Agency for the Disabled, 10,000 disabled workers were paid less than the minimum wage a year, which made them feel very serious that they were working in poor conditions. In addition, I thought that there would be a gap in income between the disabled and the non-disabled. So when I heard about professional employment systems for the disabled like Samhall, I thought we might consider introducing a similar protection system in our country.
