Slave hunters were put in place to go to the north and retrieve run away slaves, anybody who helped a slave or anyone who refused to help a slave hunter could be jailed. Above Boston slave hunters weren't assisted or accepted, making the act unsuccessful.

The North was scared of slavery going across the states, but there were arguments that Kansas and Nebraska had bad farming land and some disagreed.
