         <description><![CDATA[<div>The Constitution is how the government divides power by giving the national government certain powers and all other powers are reserved to the state and people. Express and implied powers also called delegated powers are granted to the national government in the Constitution. Express powers are also known as enumerated powers and these are stated in the Constitution. A few examples are the power to levy and collect taxes, coin money or to make war. The implied powers are not written specifically in the Constitution but give the national government power created to carry out certain expressed powers.  </div>]]></description>

         <description><![CDATA[<div>States have more powers under federalism than the national government. It says in the Constitution that "states will have any powers not delegated to the national government, as long as they are not also prohibited by the states, these are called reserved powers"(Govt.Book Ch.4 Lesson 1). These are not specifically written, the Constitution says "the powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectfully, or to the people"( The Constitution, Amendment X).  A couple examples are to conduct elections and regulate business and trade within the state.</div>]]></description>
