I wanted to ask if the topic of understaffing is appropriate for the report. If i am able to suggest theories and models which can tackle how to deal with the issue rather than tackling the issue of having 'more staff'.

You only need a single statement to address that ‘confidentiality will be maintained in line with NMC (2018) code’. This can be added as sort of introduction and not a section of it’s own - don’t waste your word count
