Anticipatory Action doesn't feel locally led - it feels led by the actors in Forecast based Financing and what can be done as driven with their cash rather than being led by what can be done without financing through locally-led decisions and actions and then figuring out where the gaps are that can be addressed with such FbF

Barrier: lack of effective local governance for local decision making and action; Solution: enhanced CBDRM/CBA/CBRM approaches that start with strengthened governance and work through determining what can be done locally and what gaps can be addressed with external help but locally-led ownership of processes

I don't understand the question, but maybe that's because I don't think it needs to look like anything. As long as there are people involved in it who are eager to contribute ideas toward good practices for improving locally-led anticipatory action and leaders to coordinate and facilitate these contributions, that will be a step in the right direction

Local actors should be involved in the development process and the writing of the paper. Their role should not be defined by international actors, but by themselves and international actors should honestly listen to and integrate the input of local actors.

Reflection by international actors on their own role and privileges and discuss this together with local stakeholders. Local actors could also be asked in what role they see themselves and how they see the international actors. It is important to talk about this together and to discuss how locally led AA can succeed as a joint effort and not one in which international actors dictate what local actors have to do. Benefit from the knowledge and expertise from ALL actors equally.

Barrier: Often, international actors are unwilling to step back to allow local actors to take leading roles in (anticipatory) humanitarian action. A possible first step towards a solution: An honest reflection by international actors of their own role; discussion with their local/national partner organisations how they can support and complement each other, what expertise each organisation can contribute and what are possible steps towards a more locally led AA
