*Interviews with Roy Rutledge (Retired Principal), and Thomas Grajek (MS Principal).

1. Special Education requires a great deal of attention. It is difficult to stay in compliance with all of the Federal requirements due to numerous changes every year to justify the Federal Funds you receive as a district.

2. Documentation is the key to compliance. The ability to hire qualified teachers in this field is also difficult. Making sure you have your meetings, follow protocol, come to an agreement with the parents, get everything properly documented, make sure that everyone who should be in notified, make sure the needs of the student are met and to follow up on each and everyone of the students is extremely time consuming. As a Principal you are responsible for making sure this is done and done properly.

3. Keeping up with the legal issues as a school administrator is important. Changes occur almost daily due to a lawsuit somewhere in the state or country. Reading bulletins from SBEC, TEA, Teacher Professional Organizations, and occasionally having meetings with the District's Lawyer are a few of the ways I stay as current as I can.

4. There are Administration conventions that meet annually that must be attended also to stay current on all changes. If there is any doubt about a situation all of these organizations have someone you can reach for legal advice.

5. Title IX dictates how institutions prevent and respond to issues of sexual violence and gender-based discrimination. In regards to schools, a big component of Title IX deals with girls athletics and boys athletics being offered equal opportunities.

(R. Rutledge, personal communication, October 23, 2018).
(T. Grajek, personal communication, October 23, 2018).

TITLE IX Topic Summary

Title IX, enacted in 1972, states: “no person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.”

Title IX not only is a major legal matter for public education, but ethical as well. Since public schools receive funding from the Federal government, they must provide equal opportunities to all students, regardless of sex. Ethically, as educators, we strive to provide equal opportunity for all our students to find curricular and co/extra curricular success. Title IX ensures that male and female students are provided the same chance at success.

Just to demonstrate how this law changed the climate of athletics in public schools, in 1971, only 7% of girls participated in high school athletic events, but in 2014, that number has grown to 41%.

As an administrator, it would be my responsibility to make sure that Title IX was being followed, not only in regards to athletics, but to everything within a campus/district.
