The purpose was for the North to take control of the city Hue as they wanted it as a symbol of political power. Many civilians were trapped in Hue, and many lives were lost. 

The Battle of Saigon also took place during the Tet Offensive but this time the objective of the North Vietnamese troops was to capture South Vietnamese presidential palace in Saigon and to take away all their power to demonstrate their own capabilities.
