         <description><![CDATA[<ul><li>Should capture both public and private finance and also international and domestic</li><li>Should be balanced in terms of transparency, additionality, investment channels and also serve the most vulnerable mostly</li><li>Should recognize international or donor country private finance and recipient country contributions&nbsp;</li><li>Should recognize the non-financial contributions – land, labour, IDK, biodiversity, governance systems. There is a need for a platform to recognize these benefits that cannot always be costed</li><li>Open to ideas that enable better access, such as thrid party verification / vetting of projects / finance application as is done in the Adaptation Benefits Mechanism, which significantly increased the number of application as opposed to in-house verification/validation (e.g. compare the no. of GCF vs. CDM projects to date)&nbsp;</li></ul>]]></description>

         <description><![CDATA[<ul><li>Ways and means to mobilize funding from public and private sources in donor and recipient countries (i.e. 4 categories)</li><li>Technical discussions can look at mechanisms to raise finance that suit the nature of projects and support required</li><li>The nature of adaptation finance is different from mitigation finance, therefore need new and different mechanisms to raise and deploy this finance</li><li>Performance guarantees - payments for results - can be a very effective means of engaging private sector where as grants cannot be accessed so widely.</li></ul>]]></description>

         <title>Enabling environment to increase the tracking of climate finance incl. awareness raising in the developing country financial/private sector</title>

         <description><![CDATA[<ul><li>There are a range of ways to track finance EU Taxonomy (a long term approach to ensure quality of climate finance), TCFD etc. the NCQG needs to help countries catch up on this tracking</li><li>Need signficant support to build capacity and create an enabling environments in recipient countries on how to track climate finance and raise awareness on the need for it e.g. the AfBDs AFAC raises awareness in the African financial and private sectors</li><li>Options include also through registries of projects which contribute to stated adaptation and mitigation needs and a process of enabling other projects to apply for recognition of such qualities (e.g. screening of projects to check that they meet Paris aligned criteria and do indeed contribute to adaptation or mitigation)</li></ul>]]></description>
