Teachers who have a great management are able to have more fun in their classrooms. They are able to sit back and watch the class, yet be able to get them right back to where s/he wants.
With good classroom management you will see a teacher utilize what it is available, such a personal favorite Class Dojo. Students listen for the ding of a reward. You can quickly see students stop and access what they are doing when they hear that pong of a negative point being deducted.

From day one of school in August teachers either have good management or they don't. It goes beyond on silly callbacks and becomes a deeper more meaningful level of respect.

In classrooms where teachers do not have management it is chaos. The teacher may use a callback several times in a row before the students respond or even acknowledge.
In these classes students who are quiet or reserved are often lost in the shuffle as they are over powered by the chaos in the classroom. It makes not only learning hard, but just the act of being in the room often times nearly impossible.

The Ugly

Where I work there is a teacher who I feel has no management style what so ever. That classroom is often found missing recess or sitting with the room lights off, because they are unable to settle down and move forward with the day. The children often times walk up to her or desk in the middle of a lesson, take several minutes to transition to specials, heck, I have even seen some kids straight leave the classroom without speaking to an adult.
I don't believe it needs to be silent or a strict over the top classroom or teacher to have some sort of control. I do believe that a good relationship from day one and tools--be it tech or a creative sign in the room--can help in any situation.
