1. The signs are not directed to the drunkards but the alcohol suppliers.
2. the barreled wine and wine bottles are in like a protesters march but instead of marching for their cause, against it.
3. the march is what one would call killing two birds with one stone. They are first, discouraging the manufacturing and vending of alcohol while also trying to eliminate marches. The barrels and wine bottles are depicted as rather silly looking and could possibly be making fun of protesters.
