How are these technology standards able to be met when whole schools do not have consistent access to technology?

I can introduce these new concepts of how to copy, paste, and include outside sources in my writing but these skills are challenging to translate at home when the technology my students have access to is some tablets and some smart phones. 

What does Introduce and Reinforce mean, there is not specific assessment to see if the concepts are introduced or reinforced.

Students should be able demostrate proficiency in the use of computers & its applications. By 4th grade students should be able to collaborate, create and use appropriate technology to communicate with peers.
