Partly, due too developing nations' inability to assess students' learning, as a result of insufficient funds. Therefore, the GPE 2020 strategic plan, aims to generate investments from international donors and non-governmental organizations to improve learning assessment, thus, increase education equality.

The GPE sets out to expose governments' gender inequalities through their monitoring and analysis of student enrollment and achievement results. Leading to increases in the number of children in developing nations who completed primary education; up from 73% to 76%. In addition, 18.5 million children were support, a drastic increased from 2016 results which estimated 13.2 million children. Overall, with the GPE's guidance and accessibility to financial grants, 79% of their developing nation partnerships, increased funding toward education. The GPE coordinates between numerous donors, international agencies, local governments, etc. thus, it is no surprise constraints remain which continue to impede equitable education across various regions in the world.
