The compromise of 1850 was a state of 5 laws dealing with the issue of slavery. After this conclusion California decides to enter the union with this entry the slave and non slave states become unequal sparking the start of the heated disputes between states. Henry Clay watches this go on and then presents a idea to compromise with the situations and this would be known as the fugitive slave act; this act states that any run away slave had to be returned to the south this included the free blacks- slaves- any black person in the north. when they were accused they would be "trialed" not in front of a jury and judge but commissioner. this commissioner was a group of people and would be paid to judge the character of this black man or women, if they chose that the black individual were a runaway they would be paid $10 and if they were free then $5 this is the reason why many, most, all of the black people in the north were sent back down to the south.
