2. Poverty -  Poverty creates very unequal as well as hopeless living conditions for those around it. Those conditions, create desperate people who are willing to commit crimes to live more comfortably. Creating an even more hopeless environment, that leads to more crime.

Alcohol & Drugs - Drugs and Alcohol both can be spun into addiction, which much like poverty, can create desperate people who are willing to commit crimes as a quicker means of securing their addiction.
