Before the Tanzimat Era (Pre-1839)

a. Language Priorities in the Ottoman Empire:

• Dominance of Arabic (for religion) and Persian (for literature and culture).

• Turkish was the administrative and daily language.

• Foreign languages had minimal emphasis, primarily for diplomatic or trade purposes.

b. Foreign Language Instruction:

• Very limited and usually informal.

• French, Italian, and Greek were taught mostly in missionary or minority schools (e.g., Armenian, Greek, Jewish communities).

• Language learning was not part of the state education system.

c. Translators (Dragomans):

• The empire relied heavily on translators (often non-Muslims) for diplomacy and communication with the West.

• This dependence limited the spread of foreign language education among the Muslim majority.

d. Influence of Religious Education:

• Madrasas focused on Islamic sciences, with little to no attention to foreign languages except Arabic.

During the Tanzimat Era (1839–1876)

a. Modernization and Westernization:

• The Tanzimat reforms aimed to modernize the empire along European lines.

• This included reforms in education, law, military, and administration.

b. Establishment of Western-style Schools:

• New schools were established such as Rüşdiye and Idadiye, and later Sultani schools.

• Foreign languages, especially French, became a compulsory subject in many of these schools.

c. French as a Lingua Franca:

• French was viewed as the language of modernity, science, and diplomacy.

• French was taught widely in elite schools and used in administration and law.

d. Missionary and Foreign Schools:

• Schools run by American, French, and British missionaries proliferated, particularly in cosmopolitan cities like Istanbul, Izmir, and Beirut.

• These schools often provided high-quality instruction in English and French.

e. Military and Technical Education:

• Institutions like the Mekteb-i Harbiye (Military School) and Mekteb-i Tıbbiye (Medical School) introduced foreign language instruction to keep up with Western military and scientific advancements.

f. Rise of Translational Activity:

• Increased translation of Western literature, science, and philosophy into Ottoman Turkish.

• This further encouraged foreign language proficiency.
