In stage 1, which was most of the world before the Industrial Revolution, birth and death rates  were both high so the population rarely grew. In stage 2, medicine improves so now the death rates are lower but the birth rates are still the same so the population grows fast. In stage 3, the death rates are low and the birth rates are gradually decreasing so the population is now increasing less.
